Step1:Establish a new model,named fan.prt

Step2:Create extrude feature1 as shown in figure 2

(1)Click ,design feature,extrude.(or click the button of ),Popping the dialog box of "extrude"

(2)Click ,click and choose XC-YC as plane,Click

(3)draw the figure 3 as follow.

Step3:Create offset feature 1 as shown in figure 5

(1) Click ，offset/scale, offset surface,Popping the dialog box of "offset surface"

(2) Choose the surface showed in figure 6 as offset face,in the field of "offset 1"input 14.5

Step4:Create datum plane 1 as shown in figure 7

(2)Choose sketch 1 as project curve,click the middle buttom
